The OPEC Fund for International Development is a multilateral development finance institution established in 1976. Our 12 Member Countries are Algeria, Ecuador, Gabon, Indonesia, the Islamic Republic of Iran, Iraq, Kuwait, Libya, Nigeria, Saudi Arabia, the United Arab Emirates, and the Bolivarian Republic of Venezuela.

We are recruiting to fill the following positions below:

Job Title: Head, HR Policies & Development

Location: Austria

Job Profile

  • The Head, of HR Policies & Development, is responsible for the development of leading-edge HR and organizational development strategies that enable, and facilitate the achievement of required organizational objectives.
  • The incumbent contributes to the development of HR solutions, and advises and supports stakeholders regarding HR-related matters, in line with existing HR strategies and policies.
  • The Head, of HR Policies & Development, oversees the organization’s workforce planning efforts, succession planning, job descriptions, Rules & Procedures as well as identifies, designs, and delivers learning and development interventions to meet the needs of the OPEC Fund employees and ensure that all staff has the skills and competencies to deliver on their roles effectively and efficiently. This role also oversees HR Analytics, employee engagement activities, and HR-related project management and reporting.

Roles/Responsibilities

Policies:

  • Supports the HR Director in the development and implementation of the overall HR strategy
  • Proactively identifies and addresses HR challenges and opportunities, and designs and delivers high-impact solutions that meet the needs of the business
  • Initiates participation and proposes changes, as necessary, to the policies and procedures of all human resource-related processes
  • Oversees the organization’s workforce planning efforts
  • Provides expert input and advice across a range of HR Policies & Development issues
  • Leading, coaching, and motivating the HR Policies & Development team to ensure high staff engagement and performance
  • Assists in the development of strategies to facilitate organizational and behavioral change
  • Oversees the Succession-Planning initiatives of the organization and is the Secretary of the Succession-Planning Committee
  • A focal point for the revision of the HR Rules & Procedures and HR Policies Framework.

Learning & Development:

  • Works with management in the development of high-quality solutions, action plans, and appropriate metrics, which may include developing effective skills and competency structures, and systems in support of business goals and talent requirements
  • In coordination with heads of department, assesses the learning and development needs of the organization through a Training Needs Analysis and develops appropriate avenues to help the organization meet those needs
  • Designs and implements leadership, management development, and talent management strategies to ensure effective succession planning
  • Develops a Learning & Development strategy and accompanying policies that realize the full potential of employees and meet the OPEC Fund business and strategic objectives
  • Develops the employee onboarding initiatives of the institution.

HR Analytics:

  • Prepares and provides HR-related data to management to be used for strategic decision-making
  • Performs needs assessment, analysis, and consultation on organizational issues; makes recommendations on organizational design and development.

Project Management:

  • Manages, develops, and revises ad-hoc HR projects within the unit to ensure consistency and harmony with the HR strategy i.e. HR Policies Framework, etc.
  • Represents the HR Unit in high-level HR conferences and Management meetings, as needed
  • Carries out other tasks assigned by the HR Director

Qualifications and Requirements

  • A Master’s Degree in Business Administration / Human Resource Management or respective studies.
  • 10 years of relevant professional experience (institutional, management, and human resource processes)
  • Experience from an international development institution is preferable (at least 5 years)
  • Proficiency in Microsoft Office applications, especially Word and Excel.
  • Excellent written and verbal communication skills in English and German. A good working knowledge of Arabic, French, and/or Spanish is an asset.

Job Title: Senior Counsel – Treasury / Capital Markets

Location: Austria

Job Profile

  • The position is responsible for providing legal advice and services to the Financial Operations Department.
  • This includes but is not limited to Treasury operations including long and short-term debt issuance, financial derivatives, collateralization, liquid asset investments, and other finance-related matters, with a view to ensuring the highest standards of legal advice and documentation, protection of the OPEC Fund’s interests and compliance with the OPEC Fund’s mandate, policies, and procedures.

Roles/Responsibilities

Policy Development and Implementation:

  • Assist with the development of procedures and guidelines and ultimately the monitoring of their implementation from a legal perspective.
  • Support the Financial Operations Department in relevant legal matters to ensure the implementation of the annual work program.

Legal Advice:

  • Support and advise the Financial Operations Department in the negotiation, drafting, and review of borrowing documentation at both a program and trade level – including for the issuance of both bonds and commercial paper. This will also include the management of due diligence exercises, auditor comfort letters, and compliance with listing rules.
  • Assist in the preparation and review of derivatives documentation, including the negotiation of ISDA master agreements, Credit Support Annexes, and other transaction documents as well as the review of individual trade documentation.
  • Maintain/review documentation with the issue and paying agents, custodians, external asset managers, etc. to facilitate OPEC Fund’s payments, investment, and risk management operations.
  • Provide legal support to the OPEC Fund’s middle office following the issuance of debt and hedging transactions.
  • Report on and provide recommendations to the Senior Director and General Counsel and/or Head of GCLSD-IAU on significant developments, emerging opportunities, and challenges in the area of financial operations.
  • Identify issues of importance in finance matters, including external regulation, which could affect the OPEC Fund’s financial operations.
  • Carry out other tasks assigned by the supervisor that is relevant to the Financial Operations Department.

Research and Analysis:

  • Conduct research, analysis, and studies on a wide range of legal issues and developments, including interpretation of legal instruments, and bring them to the attention of the General Counsel and/or Head of GCLSD-IAU together with recommendations thereon.

 Risk Management:

  • Monitor and signal deviations and developments in the application and drafting of frameworks, contracts, policies, and processes related to the legal/compliance/risks of the Financial Operations Department, and if necessary, recommend corrective measures.

 Leadership and Direction:

  • Participate in the exchange of ideas and knowledge sharing to facilitate the broadening of the skills of the legal team and assist in ensuring skills transfers among Counsels within a formal or informal mentoring or facilitation program.

 Stakeholder Management and Engagement:

  • As assigned by the General Counsel and/or Head of GCLSD-IAU, represent the OPEC Fund in any external legal proceedings and liaise with external counsels.
  • Work with external stakeholders (the senior representatives of co-lenders/ investment funds, partners, and external counsel as required and authorized officials of partner countries/ institutions) and internal stakeholders (e.g. all OPEC Fund departments/ units on the subject of legal services and advice on an ongoing basis).

 Knowledge Management:

  • Contribute to the development and maintenance of the knowledge assets of the department and the document management systems and related materials.
  • Carry out other tasks assigned by the General Counsel and/or Head of GCLSD-IAU that are related to the job functions.

Qualifications and Requirements

  • Master’s Degree in Law and Admission to the Bar or equivalent.
  • A minimum of 12 years of relevant professional experience
  • In addition, a minimum of 5 years at an externally rated MDB or at an international law firm working with such MDBs.

Competences:

  • High-level skills in communication and negotiation as well as the ability to build partnerships with a broad range of stakeholders and deliver results that meet the needs of the Legal Service Department’s work program.
  • Seasoned knowledge of the current trends of development and familiarity with international law, and related matters within the OPEC Fund and other international organizations.
  • Capacity to conceive and supervise the negotiation of complex legal documents including ISDA Master Agreements, Global Master Repurchase Agreements, and bond issues (standalone or medium-term note program).
  • Ability to work and deal with sensitive issues in a multi-cultural environment and to build effective working relations with colleagues.
  • Excellent command of English, including drafting and negotiating legal documents in English. Knowledge of other languages (French/Spanish/Arabic) will be an advantage.
  • Ability to communicate effectively (written and oral) in English, preferably with a working knowledge of the other.
  • Ability to work within a multi-cultural and multi-disciplinary team.
  • Ability to work with little supervision and under pressure.

Job Title: Support Staff – Building and Facility Management

Location: Austria

Job Profile

  • The incumbent provides assistance in the day-to-day operations of the maintenance services of the OPEC Fund’s HQ building and the Director-General’s residence, all in accordance with the building and facility management framework, manuals, and processes.

Roles/Responsibilities

Facilitative support:

  • Provide necessary assistance towards ensuring that all technical and mechanical facilities on OPEC Fund’s HQ building and the residence of the Director-General are in working order, as well as making repairs where possible.
  • Ensure appropriate replacement and maintenance of building equipment as required.
  • Inspecting and reporting on fire hazards, defective technical installations, lights, and alarm systems.
  • Provides input on any hazards and/or potential hazards relating to the condition of the OPEC Fund’s HQ building and the Director-General’s residence, e.g. the condition of civil construction, defective technical installations, lights, alarm systems and others.
  • Carry out emergency small-scale repairs and maintenance work on premises, furniture, and equipment.
  • Carries out other tasks that are related to the position, assigned by the Director, Administrative Services.

Safety:

  • Carries out safety patrols in the Fund’s HQ building and the Director-General’s residence.

Stakeholder management:

  • Acts as a liaison between the OPEC Fund and service providers regarding service contracts and the routine maintenance of all equipment within the Fund’s HQ building and the Director-General’s residence.

Qualifications and Requirements

  • Minimum qualification of a Diploma plus additional technical certification in Civil / Mechanical / Electrical Engineering/other technical-related disciplines
  • Minimum of 3 years relevant experience (building maintenance).
  • Experience from an international organization in preferably building and facilities management.
  • Excellent oral and written command of English. Fluency in German is an advantage given the close collaboration with local contractors.
