Job Title 1: Senior Finance Management Officer (SFMO)
Location: Nigeria
Main Responsibilities
- Reporting to the Lead CPA, the SFMO heads the Financial Management Unit (FMU) of the CPAT. S/he provides financial management to support nsk management, coherent and consistent application of procedures and crosscutting activities of the finance units of the projects.
Specific Duties
- Provide guidelines for the preparation and updating of the projects’ Financial Manuals and ensure adherence to their provisions.
- Evaluate periodically the financial reporting and internal control arrangements for the IFAD projects in Nigeria and prepare proposals for improvements.
- Liaise bet.
- Ensure that project financial management and accounts are correctly maintained and operated in a timely manner according to the project plans, relevant project documents/mission reports and IFAD project procedures, and that they deliver high-quality outputs in a variety of project implementation processes.
- Travel periodically to the projects to check the operation of the system of internal control and control of reports submitted by the management units.
- Participate in FMARD and/or IFAD supervision and evaluation missions to identity lessons learned and implications for the projects’ next steps.
Duration:
- The duration of the assignment will be for an initial two years, renewable annually based on the successful completion of a one-year probational period, and availability of resources.
Qualification and Experience
- Bachelor’s degree in Accounting and Finance or MBA or equivalent qualification in accounting and finance.
- Professional certification (ACA, ACCA, ANAN).
- Certified training on financial management in internationally funded projects.
- Basic knowledge of IFAD Financial Management Practices and Procedures
- Demonstrated knowledge of Federal Government of Nigeria Financial Practices and Procedures
- Minimum of 8 years of work experience in a relevant donor-funded project with similar responsibilities in budgeting, accounting and reporting procedures of international donors.
- Ability to present financial information in a clear, concise manner to non-technical audience.
Job Title 2: Junior Finance Management Officer (JFMO)
Location: Nigeria
Main Responsibilities
- Reporting to the SFMD, the JFMO will support the SFMO in the effective discharge of his/her functions.
Specific Duties
- Master IFAD key documents such as the Disbursement Handbook, Procurement Guidelines and Handbook, IFAI) Guidelines for Project Audits, the Financing Agreement, and the Letter to the Borrower (LTB), as well as the Project Financial Procedures Manual.
- Monitor the financial returns from the projects, service providers and implementing partners.
- Assist in the preparation and monitoring of annual operational budgets.
- Prepare quarterly and annual financial reports in the agreed format including: (i)sources and uses of funds statement, including incurred expenditures by component, expenditure category and financier (ii) variance report (actual vs budgeted expenditures), (iii) designated account reconciliation statement, (iv) withdrawal application-statement of expenditure, (v) fixed asset register, and (vi) contract register
- Undertake any other financial management activities assigned by the SFMO or the Lead CPA.
Duration:
- The duration of the assignment will be for an initial two years, renewable annually based on the successful completion of a one-year probational period, and availability of resources.
Qualifications and Experience
- Bachelor’s degree in Accounting and Finance or MBA or equivalent qualification in Accounting and Finance
- Professional certification (ACA, ACCA, ANAN).
- Minimum of 5years of work experience in a relevant donor-funded project with similar responsibilities in budgeting, accounting and reporting procedures of international donors.
- Literacy in Microsoft Office, Windows-based applications.
Job Title 3: Monitoring and Evaluation Advisor (M & EA)
Location: Nigeria
Main Responsibilities
- Reporting to the Lead CPA, the M&EA is responsible for providing guidance to all the IFAD projects on the overall monitoring and evaluation (M&E) strategy and the implementation of related activities, S/he is responsible for ensuring the alignment of the M&E strategy with the M&E strategy and arrangements of the FMARD to ensure the harmonized tracking of the results of the implementation of IFAD projects.
- S / he is responsible for ensuring that the CPAT provides timely and relevant information to stakeholders of the IFAD Country Programme.
Special Duties
- Develop the overall M&E strategy and protocols that are in alignment with FMARD and IFAD requirements.
- Developing M&E manual and performance monitoring plans/schemes in addition to adopting the standard methodology of results measurement;
- Participate in FMARD and/or IFAD supervision and evaluation missions to identify lessons learned and implications for the projects’ next steps.
- Build the capacity of projects staff and implementing partners staff to undertake effective data collection, analysis and reporting through refresher training; and enhance participatory planning and monitoring capacity for projects staff and stakeholders through local, external or virtual learning and sharing events.
- Undertake other M&E tasks as required.
Duration:
- The duration of the assignment will be for an initial Iwo years, renewable annually based on the successful completion of a one-year probational period, and availability of resources
Qualification and Experience
- Masters or higher-level university degree in Agricultural Economics, Social Sciences, Economics, Statistics or any other relevant field.
- A minimum of 10 years’ proven work experience in designing and implementing M&E of results-based programme or project, i areas sudi as agriculture, natural resources, rural finance and policy.
- Proficient int he use of databases and spread-sheets, statistical and other software packages Preferably STATA, SPSS, CAPM, Microsoft office tool (particularly Excel and Access) for quantitative and qualitative analysis, and demonstrated skills In quantitative and qualitative analysis and data management.
- Proficient in the use of modem information and communication technology (ICr) in development, and excellent knowledge of computer – based communications tools, in particular web-and mobile-based technology.
- Excellent written and spoken English.
Job Title 4: Youth and Gender Mainstreaming Specialist (YGMS)
Location: Nigeria
Main Responsibilities
- S/he will be responsible for the provision of technical advisory services to support the youth, gender and rural institution activities across IFAD projects in Nigeria.
- S/he will provide technical backstopping on capacity building activities aimed at providing information, knowledge and readily useable methodologies on youth and gender development activities across the projects.
Specific Duties
- Mainstreaming Gender and youth in IFAD funded projects in Nigeria.
- Developing Gender and youth targeting strategies for IFAD funded programmes and monitoring the implementation for quality.
- Advance the youth employment agenda of the Government and IFAD, coordinate the integrated youth agribusiness activities with IFAD supported country programmes and promote linkages with other relevant players such as key government departments, private sector actors, non-governmental and international organizations to generate and share learning about what works, and ensure that the shared knowledge contributes to increased youth employment opportunities.
- Build partnerships with complementary technical organizations, UN, NGOs, the private sector and specialized departments of other bilateral and multilateral development agencies including MDAs as potential operational and strategic partners.
- Provide technical leadership on youth and Gender activities during supervision missions.
Duration:
- The duration of the assignment will be on 2-year renewal based on assessed performance.
Qualifications and Experience
- Masters or Higher-level Degree in Sociology, Economics and other relevant disciplines.
- Minimum of 10 years post-qualification experience including at least 2 years in implementation of projects integrating strengthening of FOs and Gender issues in IFAD/Donor assisted projects.
- Good writing skills and computer literacy will be an advantage.
Job Title 5: Liaison Officer – CASP and VCDP (LO)
Location: Nigeria
Main Responsibilities
- An organized, efficient, and communicative liaison officer to coordinate between CPAT and VCDP or CASP as the case may be.
- In this role, the LO will act as the middle person in order to streamline operations, resolve issues, improve communications.
Duties and Responsibilities
- Maintain thorough knowledge of the operations of the projects which they represent, as well as an understanding of what is required of the projects by the CPAT or IFAD/PCU
- Develop and foster relationships with the relevant stakeholders, and projects
- Compile reports, Collect, analyze, and utilize data for feedback to their respective project.
- About particular incidents, events, or updates about an important issue for the projects.
- Promptly respond to incidents and other events as necessary on behalf of the project with CPAT and MDAs
Duration:
- The duration of the assignment will be on 2-year renewal based on assessed performance.
Qualification and Experience
- A minimum of first degree required
- 2 years of experience in a related role
- Customer-oriented attitude
- Excellent verbal and written communication skills in English. A fair knowledge of other foreign languages is an added advantage
- Ability to establish and nurture beneficial business relationships
- Self-motivated with a willingness to take initiative and solve complex problems
Job Title 6: Senior Internal Auditor (SIA)
Location: Nigeria
Main Responsibilities
- Reporting to the Lead CPA, the SIA will ascertain and evaluate the adequacy and effectiveness of the financial management and internal control framework; ensure compliance with the IFAD and Federal Government project financing agreements, IFAD disbursement procedures, Project Implementation Manual, etc; identify critical weaknesses if any and areas for improvement; and provide the projects coordination teams with timely information and recommendations on financial management aspects of the project to enable timely corrective actions.
Special Duties
- Carry out audit in accordance with international standards of auditing, including such tests and controls as the auditor considers necessary. The audit will cover implementing partners and the beneficial level
- Ensure that the accounting and financial management systems remain reliable and effective in design and assess the extent to which they are being followed. Ascertain the reliability of integrity, controls, security and effectiveness of the operations of the computerized accounting system.
- Review the accuracy and timeliness of the quarterly Financial Reports produced bythe projects and confirm whether these are used by the managements for decision making.
- Check that the Statements of Expenditures (SUEs) submitted to IFAD, reconcile with the expenditures reported under the quarterly and yearly financial reports. Duly record and notify IFAD of any ineligible expenditures noted during the review.
- Confirm that the No-objections given to the projects by IFAD and the Federal Government for incurring expenditure under the projects are used for intended purposes.
- Undertake procurement audits to ensure procedures are done transparently as per IFAD-mandated procedures/thresholds and respecting national guidelines including those on anti-corruption. Verify that all the goods, works and services procured and issues are supported by valid receipt and documents including IFAD No objection and the government approval and that a Register of contracts and Contract Monitoring Form are maintained and up-to-date.
- Undertake other audit-related tasks

Qualifications and Experience
- A minimum of first degree or Higher National Diploma in Accounting.
- A Professional Certificate in Accounting or Auditing from an accredited program is an added advantage.
- A minimum work experience of 8 years, 4 of which in donor projects.
